Company sent me to attend seminar (Outstation) for 1 to 2 days related to my job scope. However, after seminar, I was asked to apply annual leave for the day I attend seminar. Reasons, given is Company have incurred the fee, food, transport and accommodations for me to attend the seminar/course. Is it stated in the law that Company can do so?

There is nothing to do with law, it is all because the company is unreasonable. Don't apply for leave. If they deduct your leave anyway, bring the matter up with the Labour Department.
