May I check with you If the HR regulations allow us to reference an email as a valid written warning?

But if the HR regulations do not allow us to reference an email as a written warning or the regulation is ambiguous then I have to issue official warning letter right?

By " to reference an email..." do you mean to say using email as a written warning to an employee? Well, if it is so I think it .is OK since HR has allowed it and the person issuing the email should clearly state his name and designation. If you are not sure, you should seek clarifications from HR. However, I still think official written warnings would be much better for record purposes.
