Hi, i have some queries:-

Recently my payroll department suggest not to take any advance leave.

For example:
If you wish to take leave on June, therefore, your total leave until June should be 6/12 x 12(annual leave per yr) = 6 days.
If you taken more than 6 days as at June, the extra leave will consider as unpaid leave.

Is this against the law?

Please help and advise.

It is not against the law. Management simply does not want to give unearned advance leave.
