If no clear time-off policy in the company. Due to pregnency check up or medical check up, We can direct deducted annual leave follow our company rules? I ask labour law department, there tell me cant deduct and give a considerate to them.

Yes, be considerate especially when she is a good employee and there are also not too many female employees around.
