What can an employer do if a staff gets his salary and didn't turn up for work afterwards? Staff cannot be contacted by phone neither warning letter (registered mail) has been returned back.

In that case, I think there is not much point in complaining to the Labour Office. Just forget about it.

Then, what is the point of having an appointment letter whereby stated all the terms and conditions of the employment eg giving 1 month's notice for resignation?

In other words, as an Employer we are not protected by the law, employees can come and go as they like?

The question is the employee cannot be contacted, as you said. Of course, you are protected by the EA, just like the employee. You can make a claim against him for indemnity in lieu of notice. What is the use if the Labour Department's summons cannot reach him. It will be a sheer waste of time going to the Labour Department again and again and cannot get the employee to turn up. You can try that if time is not a problem.
