If a appointed clinic give time slip rather then medical certificate. Is the time slip valid? Can the company cut our wages consider as absent or late entry?

You mean that the Time Slip that the doctor give is not valid?

For example : My working hour is from 8.30am to 5.30pm and i was off to clinic between 10.30am to 12.00pm with a valid time slip from doctor.

1) Can the employer cut our wages for 1 and half hour during seeing the
doctor?

2) If they should cut, then what is the purpose of time slip?

The Employment Act talks about sick leave certified by a medical doctor. If the doctor does not certified one to be unfit for work then he is not sick. Consult the Labour Department if you think necessary.
