our salary has been reduced for the past 3 mths because our employer said that business is bad. we were told that what was deducted will be paid back when business picks up.

this was done arbitrarily by the boss. no written agreement between employer and employee consenting to this.

is this legal?

I don't think so if you don't agree. If the amount of deduction is quite large, you may complain to the Labour Office about the deductions.

Well, nobody protested cause we felt we had no choice. So, does that constitute "consent"?
