Hi,

A staff had made an offence by doing her personal job during working time. For example, her family association jobs.

Somebody had reported to the "Big Boss" about this matter and instruction given to lay-off the staff.

Is it ok/fare if issue warning letter and further domestic inquiry and
lay-off if it's proven doing her personal job during working time?

I think you go and ask your properly what he actually wants to do with that staff. Then, you follow his instruction.
