A staff (cum partner) tender her resignation on 20 February and her last day is in 20 April. She delivered her baby on 29 March. To what i understand the company have to pay her march payroll and hold back her april payroll as she needs to brief or handover all her work. Am I right?

May not be so simple. I would suggest you consult the local Labour Department with more details about her salary, partnership status. I don't know whether she is eligible for maternity allowance or not.
