We have a staff who is working part-time in a club (besides his 9-5 job with us). at night to early in the morning. In the end he ends up reporting for work late, takes frequent emergency leave etc. which affects his work performance.

We do have a restraint clause in our employment letter which states.
"As a condition of your employment, you shall not engage in any business or work that may conflict directly or indirectly with the business of the Company or Group"

Please advise on what is the best course of action for this staff. Can we immediately offer him a show cause letter asking him to explain his conduct?

Yes, you can and you should do that because it affects his performance. If there is no change you may have to conduct a domestic inquiry and make the necessary decision.
