my company hired some sub-contractors, which give a fixed sub-con fees every month without any EPF, SOCSO & PCB.

No appoinment letter signed between sub-con and company.

Is it legally in terms of labour laws?

If you don't draw up a proper agreement, there can be plenty of problems one day and your company will be in great disadvantage. You just cannot say so and so is a sub-con then you can get away with all the legal obligations like payment of EPF, SOCSO etc etc. Consult a lawyer.
