Hi, good day!

If a worker's wages calculated on daily rate, can we pay the OT only if he work more than 48hours per week?
eg. he works 8 hours from Monday - thursday, absent on friday, then work on saturday and sunday (coz pay on sunday is higher).

No, the following Section of the EA is quite clear about it. Note the words "...in excess of the normal hours of work per day"

"60A(3)(b) In this section, “overtime” means the number of hours of work carried out in excess of the normal hours of work per day"
