after an employee has been given notice of layoff , having been paid the layoff benefits, acknowledged and signed a letter stating that he has received the full and final payment for being layoff and terminating his contract of service, has the employee still have the right to seek representation for re-instatement under section 20 of the Industrial relation act.

There is no law barring him from doing that.
