Should HR issue performance improvement or show cause or warning letter?

•Refusal to follow supervisor’s instruction and failure to perform assigned task on timely manner.
•Continuously displayed insubordinate behavior towards your supervisor, which includes confrontational and argumentative behavior.

It should be show cause letter 1st, then HR need to know the reason he behave so.
After show cause letter, if he still not improvement then give him a warning letter.
