Re: Employer refuse to approve my resignation

I have tendered in my resignation letter for 5 days and will be serving one month notice instead of three months. i'm buying myself out for the last two months (compensate my two months salary to the company).
However, my employer refused to approve my resignation and holds on to my release letter. His only reason is until he found a replacement for my position (which he is taking his own sweet time to look for one). Do he has the rights to refuse my resignation and holds on to my release letter? Can i bring this matter to the Labor Office?
