1). Per Employment Act, for staff less than 2 years, the Sick Leave entitlement is14 days per calendar year - does this mean cannot pro-rate?
2). If a new employee already utilised the full 14 days, can the management deduct annual leave in place of future MC?

1. You are right, cannot prorate.
2. Better tell him to apply his annual leave, if any, to replace the excess sick leave. Sometimes, employees may prefer salary deduction as they would like to keep their annual leave for other occasions.
