is it true that a part timer can resign and and let the employer know within the 24 hrs? same way goes to the employer to sack the part timer within 24 hrs? correct me if i'm wrong.

It is not true unless the 24 hours notice is stated in the contract of service.

what if they transfer the employee to another place? can they do that? they have nvr state or say that they'll do that.

Employees can refuse to go if nothing is mentioned in the contract.

Not sure about that. Better let the employer take action against you for refusing his order instead of your resigning.
