Is it legal for a company to cut basic pay 10% given the reason that company need to sustain during the economic downturn?

Lots of companies are affected by economic downturn and I think 10% pay cut is not too steep. Some had it much worse. However, you still can consult the Labour Department about it.

Superficially, a company appears to be hit by the economic downturn. In fact, which company would not use this economic crisis as the main reason for all the measures taken? But there are genuine cases as well as not genuine cases. Labour dept must act professionally otherwise the truth will not be reveal.
