I want to know if an employee has any right to refuse a transfer?

Mr X was asked to be transfered to another division within the company. However, there current assignment which he does was not address. If Mr X takes up this assignment, he will be just overloaded.

Let's say, the management has been informed of the situation but they still persist that the transfer must take effect.

What rights does an employee has in terms to refuse this transfer?

A company has the right to effect inter-department transfer when and where the needs arise and I don't think the employee has the right to refuse such transfer
