we employ a account executive last month. After 3 weeks, we really feel that his mentally has some problem. This might be due to his past few major accident. So finally we decide to terminate him and pay him the 7 days pay (which is status in the appointment letter). Is employer no right to terminate an employee during the probation period? Employee has the right to complain to labour law office (above RM1500 salary)?

In another part, empoyee can just give the notice to resign and emloyer also can't do anything.

Yes, he has the right to complain to the Industrial Relations Department and claim for reinstatement.

Yes, there is nothing much the employer can do. Looks like unfair to employers but it is a protective law for the employees.

So he already complaint to IRD. Employer is inviting to have an interview with officer. What is the employer can do or proper statement should report to IRD. He only can request for reinstatement in our company only, rite?

If he comes back to work in the company, both parties also feel not uncomfortable . This is the right way for IRD to take action?

If both parties are going to feel uncomfortable, find a solution for an amicable settlement. The IR officer will help to achieve that if the parties are willing to do so.
