Is it annual can be apply only they complete 1 years of service or once they finish the probationary period they can apply?

Under the Employment Act, you have to complete 12 months service before you are entitled to annual leave. But, some companies do give prorated annual leave for the number completed months. I don't know whether your company has such a practice.

Dear Mr Siew,

Now my company practice is to give prorated annual leave but recently my boss want to change.But now the problem is we already prorated all the while can we suddenly have this changes?Is it fair to the new staff?If prorated annual leave is not against the Employment Act right?

It is not against the EA, but your boss want to change it, what to do, unless you can convince him.
