If an employee has informed his employer that he cannot report to work because of his arrest by the police but subsequently reports to work after his discharge e.g. after the two days absence, can the employer invoke Section 15(2) of the Employment Act?

Arrest by police is surely a good reason for not coming to work. But you can find out whether he was telling the truth. Ask him to provide proof of his arrest.

If he was arrested for a serious crime case, can we terminate him for frustration of contract?And, how does it work?

I am not sure whether frustration of contract can be applied to contract of employment. Better ask your lawyer friends about it or catch hold of a book on Law of Contracts.
