Yes, the company can ask but it does not mean the staff must comply. He can refuse to resign.

i just worry that asking staff to resign is a critical fault for the company and will be fall under "Constructive Dismissal"? is it?

Will this action wrong, by law?

Then you don't ask the staff to resign, that's all. Nothing to do with constructive dismissal.

Sorry, I am not aware of any law that forbids employers from asking employees to resign.
