One of my friend office say that :- Employer inform staff is allowed to resign or be terminated by giving 24 hours notice by either party.
MY Q 1: It is become problem occure when staff complaint at labour office?
MY Q 2 : this action can taken to part time staff?

Read the contract of service carefully. If the agreed notice is 24 hours, then it is 24 hours notice for termination of service. Make sure first before you complain to the Labour Office.

that means if the application form have mention that 24hrs notice for termination the employer can terminate / ask them to resign?

Yes, can terminate with 24 hours notice but he cannot ask the employees to resign, who may not want to resign. However, the employer must remember, the employees still have the right to complain if they think the termination was without valid reasons eventhough it is stated that it can be terminated with 24 hours notice.
