Is it appropriate for an employer to issue a show cause letter to an employee should he be late to work for the first time? What will happen if the same employee is late for the 2nd time? Will his employment be automatically terminated?

If not, what is the appropriate steps to be taken by an employer on the above matter?

I don't see any wrong with the employer issuing show cause or warning letter to employees for coming to work late. The employer may issue a second warning and so on. It is good to maintain discipline.
