our staff very often apply for leaving early or private going out with permission from their superior. some go out for 4 hours then return back to work. is there any provisions in the labour law that prohibit the employer from asking the staff to take this as half day leave?

This practice of staff asking to going out during working hours for some private purposes should be discouraged.or at least be properly controlled. As a form of control, the employer is quite right to ask them to take leave.
