27. Appearance and representation at proceedings before the Court.
(1) In any proceedings before the Court a party may -
(a) where the party is a trade union, be represented by an officer
or employee of the trade union;
(b) where the party is an employer, appear himself personally or
be represented by his duly authorized employee, or by an officer or
employee of a trade union of employers of which he is a member;
(c ) where the party is workman (in proceedings under section 20
(3), appear himself personally; or where he is a member of a trade
union of workmen, be represented by an officer or employee of the trade
union;
(d) where the party is a trade union, or an employer, or a workman
(in proceedings under section 20 (3)), be represented with the permission
of the President or the Chairman, by an advocate, or, notwithstanding
anything to the contrary contained in any written law relating to the
registration of trade unions, by any official of an organisation (not
being a trade union) of employers or of workmen, as the case may be,
registered in Malaysia.
(2) If any question arises before the Court as to whether the person
representing a party under subsection (1) is -
(a) an officer or employee of the trade union which he represents;
(b) a duly authorized employee of the employer whom he represents;
or
(c ) an official of a registered orginisation mentioned in subsection
(1)(d), the question shall be determined by the President or the Chairman,
whose decision thereon
shall be final. 28. Power of President to regulate procedure and proceedings.
