If working hour 8.00 am - 17.00 pm, but our worker working until 11.00 am, he left company and come back to work on 15.30 pm and working until 22.00 pm. So, after 17.00pm is calculate OT or the worker must working after 8 hours per day can claim OT. The worker maximum working hour can work maximum how many hour by law.

You did not say why he left at 11am. What was the reasons? If you want to know about working hours you can read Part 12 of the Employment act at here

我的员工工作时间是9am - 6pm (Mon - Fri), 9am - 1pm (Sat),
我们做法是超时有补OT,如果工作不足时也会扣钱,比如11am-6pm,我将扣2hrs的钱。
如果星期六他10am才来上班,- 5pm放工, 那OT 是由1pm后开始计算,或2pm (因为 Sat suppose 要工作4小时)

如果星期六他10am才来上班,- 5pm放工, 那OT 是由1pm后开始计算,或2pm (因为 Sat suppose 要工作4小时)

分别是
1) 1pm - 5pm, OT 4hrs, 扣1hr normal rate.
2) 2pm - 5pm, OT 3hrs
那个方法才算正确呢?
