I am always feel some confuse...the problem is that:
I have a staff taken UPL: 13.09.09 until 21.09.09, he have one day OFF in 17.09.09. Then 24.09.09 OFF again.

Would we give him OFF? because he did not working for whole one week...

If you didn't make the matter very clear in the beginning, there would be confusion for sure. If that staff clear applied for no pay leave from 13th to 21st and you approved it, then there would be no pay for the whole period. If he wanted to exclude off-day, then he should say so in his application Then there will not be confusion.
