Dear Mr Siew,

My company would like to termintate a new joined manager staff because he is not honest to provide us about his previous basic salary, The staff commencement date is 15th of June and we need to terminate him within 24 hours. our company policy is either party should give 7 days' notice on terminate, but we haven't let he to sign appointment letter. If we need to terminate him without notice, should we pay him 9 days + 7 days notice? do we against labour law if we only pay him 9 working days?

You can easily hold a Domestic Inquiry before you do all that.
