we can deducted our staff salary due to he/her went back 3.00pm because sick and he/her dont want to apply Sick Leave . working time (8.30am to 5.30pm)
Use your discretion. Warn him that if no MC his salary may be deducted. Tell him you don't want to set a example for others to follow.
