A contract of service usually means an agreement entered into between an employee and an employer. The definition of "contract of service" as stated in Section 2 of the Employment Act may be useful:

"contract of service" means any agreement, whether oral or in writing and whether express or implied, whereby one person agrees to employ another as an employee and that the other agrees to serve his employer as his employee and includes an apprenticeship contract;

On the other hand a contract for service usually means contract entered into between a contractor and an employer or company or person for providing services, like a contractor who supplies labour (workers) to perform certain work such as construction, cleaning and so on.

so contractor worker did i need to contribute EPF amd Socso?

The contractor will then be the employer of his workers and he will have to contribute to EPF and SOCSO and all the requirement under the labour law like annual leave, sick leave and so on.

but some contractor sign agreement 1 or 2 year ,is no contribute EPF ,socso ,annual leave , sick leave. like piece rate worker . and they agree this agreement . is it unlawfull ?

That agreement will be null and void and has no effect and the law shall apply.
