1 staff never report to work since 23 June 2008 until to date, should company terminate him with immediate effect or need to issue reminder letter to him?

At least try to find out what has happened to him before you take any action. He could have met with accident, sick or something like that. It could also be that he does not want to work anymore.

we found out that he owe 'darah lidah's money b'coz the 'ah long' came to our office for this matter so that what should employer to do? (can't contact him over the phone or house)

Treat that he has absconded. Just for the record, send a letter to his house stating that by not coming to work for so many days and that he himself has therefore terminated his service with the company.
